A lawyer by training, Nantenaina RASOLONIRINA has been working for OMNIS since 2006, where she held several positions namely: Legal Adviser, Personnel Management, Head of Information and Communication Unit and Head of Energy Market Analysis Unit. She has extensive experience in the extractive industry and was involved in the negotiation of Production Sharing Contracts, revision of the Petroleum Code and other regulatory texts in the sector. She also benefited from several training courses related to the industry, including recently a Master of Sciences in Mineral and Energy Economics – Curtin University – Australia.
In addition to her professional activities, she is the Vice-President of Women in Mining Resources Madagascar and a founding member of the Australia Alumni Association Madagascar, both of which promote the advancement of women, particularly in the extractive sector.
VELONTAHINA Lamina Fototra Zafiry
Deputy General Director in charge of Technics
A petroleum engineer by training, VELONTAHINA Lamina Fototra Zafiry, has been working for OMNIS since 2020 and is currently the Deputy General Director in charge of Technics. Through his experiences in the extractive industry, he participated in the simulation and characterisation of Zilaitun 21 in Wuhan and also in the presentation of the direct and indirect impact of the Base Toliara project, in the agreement on the extension of the continental shelf in the South of Madagascar. He has extensive experience in management and held senior executive positions from China in the import-export sector in Madagascar He benefited from several training courses in the field of hydrocarbons, including recently the Master in Petroleum and Natural Gas Engineering.
In addition to his professional activities, he is a member of the Society Petroleum Engineering which gathers international members of petroleum engineers to promote the field of hydrocarbons viewing the world expansion. He is also a member of the Young Executive of the Tulear Province Association whose visions is to develop the province in extractive, agricultural and tourism sectors.
RAMAROSON Diane Inès
Legal Affairs and Promotion Manager Division
RAMAROSON Diane Inès is a lawyer. She has worked for OMNIS for 14 years and is currently the Legal Affairs and Promotion Manager. In this capacity, in collaboration with her team, she is in charge of the legal assistance of all OMNS Divisions and legal framework of OMNIS contractual relationships with its partners and third parties. Further, her Division is involved in the drafting of legal and regulatory acts, the national and international promotion of the Office in collaboration with the concerned Divisions as well as the steering of the strategic and operational planning of OMNIS.
Diane pursued Public Law and Private Law courses at the University of Ambohitsaina in Antananarivo, where she obtained Master I degree in both disciplines in 1996 and 1998 and got a specialization in Business Law for the Private Law course.
In order to strengthen her knowledge and have a global and strategic vision of the national challenges, Diane followed, in 2004, the training provided by the “Centre for Political and Diplomatic Studies” (CEDS) in Antananarivo and was subsequently awarded a certificate of course completion. Aware of the importance of the environmental aspect in the upstream petroleum sector, Diane then attended online training provided by the University of Limoges France to obtain a Master II Degree in International and Comparative Environmental Law in 2010. A Master of Business Administration (MBA) was later awarded to her by INSCAE in Antananarivo following her training with the thesis theme “The implementation of a strategy within OMNIS”. Among the achievements of her Division is the development of the strategic and operational plans of OMNIS which were adopted by the Executive Board of the Office in 2019.
In addition to her academic background, Diane has also completed additional training courses, including Economic and Commercial Aspects of the Oil Industry, Oil and Gas Operations, the Fight Against Corruption in the Upstream Petroleum Sector, International Oil Management, Results-Based Strategic Planning in Behavioural Economics and Lean Management.
Diane previously held the positions of Legal Assistant, Head of the Legal Department and lastly Head of the Studies and Advice Unit at OMNIS.
In terms of interests, hobbies and community life, Diane is particularly interested in the extractive industries including the upstream oil sector, international relations, politics and strategy, environmental protection and animal welfare. In this context, she is a founding member of an animal protection association. Finally, Diane enjoys Zumba, reading, music, police investigation films and travelling.
Dinamalala Julia RANAIVOSAONA
Mineral and Drilling Division Manager
She obtained a Natural Sciences degree from the University of Antananarivo and then was graduated from Polytechnic School of Antananarivo (ESPA) where she earned a Master I Degree in Metallogeny and Mineralogy and a Master II Degree (DEA) in Mineral Engineering from the first cohort in 2002.
She completed several trainings both nationally and internationally. She has done courses in Executive Management at INSCAE and in Geographic Information System (GIS) at the University of the Witwatersrand in Johannesburg and the Geological Survey of Finland (GTK). She was particularly interested in the improvement of Lean and Six-sigma business. She also benefited from trainings in “Approach and Agile Methods” with LAYTIKA and in Uranium Geology, Exploration and Production with the IAEA.
Exploration geologist, she has several years of experience in the field of geology, including over 10 years in gemmology with expertise in gemstones. Joining OMNIS in 2007, her job was focused on uranium exploration and database management. In 2012, she became the Head of the Mining Monitoring and Exploration Department. From 2014 to 2016, she was the Deputy Minerals and Drilling Manager.
RANAIVOSAONA Dinamalala is a project management expert and is currently the coordinator of four Projects within the International Atomic Energy Agency: National Project Coordinator on the Mining Sector in Madagascar, Coordinator of the uranium research project in the Southern region “Madagascar Uranium Project”, Coordinator of the RAF Project for Regional Training in Africa and the INT2019 Interregional Project (Asia, Africa and Latin America). Further, she participated in several international workshops and symposiums on uranium study and exploration.
With her experience and knowledge, she is currently a Member of the Group of Experts on Resource Management at the United Nations (EGRM). In addition, she is a geological expert selected in the African Union working group and the representative of Madagascar in the classification of mineral resources and the African System of Classification and Management of Mineral Resources UNFC-AMREC with United Nations Economic Commission for Africa (UNECA). She is also an active member of the Geological Society of Africa (GSAF).
Since 2016, as Mineral and Drilling Manager of OMNIS, she has held General Director position of the National Supply and Services Company (NASSCO) affiliated to OMNIS and has been the member of the Executive Board representing OMNIS at Madagascar Consolidated Mining (MCM).
BELALAHY Olivier
Hydrocarbons Manager Division
BELALAHY Olivier is a Petroleum Geologist Engineer, he has been working for OMNIS for 16 years and is currently in charge of the Hydrocarbons Division within the office. In this capacity, he is responsible for the upstream petroleum sector in which he has a strong experience in the fields of oil blocks promotion, negotiation, management and technical follow-up of production sharing contracts as well as management and valorisation of exploration and production data in Madagascar.
Olivier was initially trained in Oil and Gas Geology in Azerbaijan, at the Azerbaijan State Oil Academy – ASOA where he obtained a Geological Engineer Degree Then, he completed his academic training in Norway, at the University of Oslo – where he got a Master II Degree in Petroleum Geosciences in 2009.
In addition to his academic background, Olivier has acquired other technical and managerial skills in the upstream petroleum sector including, inter alia, on Deep Marine Sediment Types at Exxon Mobil – South Africa and International Oil and Gas Development at the International Law Institute – ILI, Washington, (USA); in Oil Management: IHRDC – Boston (USA); in Management at INSCAE and on Effective Governance, Taxation and Financial Management in the Extractive Industry at the University of Sydney and finally on Leadership and “Lean” Management (ACPE Inc. – Canada).
He previously held the positions of Head of the Study of the Southern Basins Department- Morondava and Deputy Hydrocarbons Manager.
In his free time, Olivier enjoys reading, music and movies, playing cards and volleyball.
ANDRIAMANDANJA Ony Seheno
Laboratory Manager
After her engineering in chemistry at the Polytechnic School of Antananarivo, Ony Seheno Andriamandanja pursued a Master II Degree (DEA) in Chemistry and was graduated in 2008 She has been working for OMNIS for 12 years and currently she holds the position of Laboratory Manager of OMNIS.
For 4 years, she had worked as a laboratory chemist in various companies. In 2009, she joined OMNIS and started as a Chemical engineer in the Laboratory Division. She was then promoted to the position of Head of Analysis Department in 2015 and later to Deputy Laboratory Manager in 2016.
Passionate about the profession, Ony Seheno Andriamandanja did several internships and trainings on laboratory analysis techniques, nuclear analysis techniques, sedimentary petrology and litholamelling in France, Portugal and Belgium. In addition, she completed different trainings including Executive Management at INSCAE, “Lean Management Green Belt” with CANCHAN and “Agile Approach and Methods (Scrum, Kanban, Lean)” with LAYTIKA, Antananarivo.

ANDRIAMANOHY Henri Hector
Property and Logistics Manager
ANDRIAMANOHY Henri Hector holds a Master I Degree in Financial Management, with specialization in Finance and Accounting from the University of Toamasina. He has been working for OMNIS for 22 years and is currently the Property and Logistics Manager within the office.
In addition to his academic background, Hector has also received trainings in Public Procurement at ARMP, SAGE Management Software (SOFTWEL), Transit and Customs at MDF and finally in Internal and External Audit with FIVOARANA firm.
He has previously held the positions of Deputy Property and Logistics Manager, Deputy Human Resources Manager, Head of the Payroll Department, Head of the Programme Monitoring and Evaluation Department, Head of the Procurement Department and lastly Internal Auditor of the Office.
ANDRIANANTENAINA Rova Narindra
Human Resources Manager
She was graduated in Business Administration Sciences (DSSAE) from INSCAE in 2005. She also completed several trainings including Executive Management at INSCAE (2015), Management and Human Resources Strategies of Organisations at TRICOMPETENCE in Paris, France (2016), Jobs and Skills Management Planning at ONHYM in Rabat, Morocco (2017) and LEAN Management at the Chambre de Commerce et de Coopération CANADA-MADAGASCAR (CANCHAM) in collaboration with ACPE Inc (2020).
Having a strong professional capacity, especially in the field of management, she started her career as a Management Controller in the private sector for three years. She was later recruited by OMNIS and had been in charge of the payroll management for five years. Prior to her appointment as Human Resources Manager of OMNIS in 2018, she had been the Deputy Human Resources Manager for three years.
Regarding her community life, since 2018, she has been elected as the President of the Women Association of OMNIS (AFO). Swimming, jogging, zumba and travelling are mainly her passions.
RASOAMANANA Hasina Evah
Acting Financial and Administrative Manager
Hasina Evah RASOAMANANA holds a Master I Degree in Financial Management, with a specialization in Finance and Accounting from the University of Antananarivo. He has been working for OMNIS for 14 years and is currently the Interim Administrative and Financial Manager of the office.
He attended professional training institutions in Paris such as IFP Training where he received courses in “Financial Management of the oil and gas company” and the centre ELEGIA Formation to attend training modules on ” Approving and Closing the Annual Accounts – Management assistant to master the key missions – Budget: preparation, negotiation and follow-up”.
With the desire to specialize in the field of Finance and Accounting, in 2017, he did a training course on the General Accounting Plan (PCG 2005) at INSCAE in 2020, he attended the “Executive Financial Management” programme to acquire a perfect mastery of financial tools.
He started his career in the FISCO firm specialised in the accounting outsourcing domain Then, in July 2012, he was hired by OMNIS as an Accountant in the Administrative and Financial Department. Before he was appointed Deputy Administrative and Financial Manager in 2018, Mr. RASOAMANANA held the position of Head of the Accounting Department for two successive years.

ANDRIA MANALINA Toavina
Information Systems Manager
ANDRIA MANALINA Toavina has evolved in the field of communication. After getting the diplomas of DSSAE and DSSC at INSCAE, Toavina did not limit his specialization in a single field but tended to be more polyvalent. Toavina has been working for OMNIS since 2018. He is currently responsible for the Information Systems Division of OMNIS. Formerly, he held the position of Project Manager at the office.
In 2001, he worked as Development Officer in the microfinance field during which he put his skills in communication and marketing into practice. This position allowed him to have a close collaboration with Quebec foreigners (DID) In 2005, in the same context, he worked for PSI Madagascar (American NGO) in social marketing, a field that combines communication and administration. Since 2010, he has worked with an organization that operates in ICT. In this organization, Toavina was first a financial officer. Later, he was involved in customer and management support and customers projects implementation. It was a great opportunity for him to develop skills in project management, coaching of customers in terms of strategic planning.
These different backgrounds have allowed him to be versatile in the field of business management, communication and new technology applied to business performance. His various experiences have allowed him to interact with people of all nations, especially English speakers. All of these acquired experiences have enabled him to contribute to the development of OMNIS and our Nation.
